The Improvements Coordinator at Ocean Beach & Yacht Club (OBYC) plays a critical role in monitoring and managing homeowner improvements and property maintenance within the OBYC community.
This position ensures all property developments comply with OBYC’s Property Rules, Regulations, and Deed Restrictions through an established application process.
The ideal candidate will possess a strong understanding of construction trades, site planning, and compliance requirements, and will act as a key liaison between homeowners, contractors, and regulatory bodies.
This is a part-time role.
Major Duties & Responsibilities
- Application Review:
- Process and review applications for property improvements, including major construction, bulkhead/dock work, fences, sheds, demolition, and accessibility modifications.
- Ensure all applications align with OBYC Rules and Regulations and Deed Restrictions.
- Collect fees for major construction applications.
- Approval Process:
- Collaborate with the Ocean Beach Company (holder of the Deed Restrictions) on application review and approvals.
- Issue approval documentation required for municipal permits.
- Maintain organized records of applications and approvals, both electronically and as hard copies in the OBYC office.
- Community Liaison:
- Provide guidance on application requirements.
- Respond to inquiries and questions from members, contractors, architects, engineers, attorneys, and realtors on property improvements.
- Ensure timely, diplomatic communication on OBYC standards.
- Regulatory Compliance:
- Monitor construction activity to confirm compliance with approved plans, particularly for FEMA-related elevation requirements and OBYC property setbacks.
- Reporting and Coordination:
- Keep the OBYC Board informed of issues or potential concerns, maintaining open communication and upholding fair, consistent enforcement of regulations.
- May be asked to attend monthly Board meetings
Required Experience
- Background in construction, architecture or civil engineering.
- Have a working knowledge of construction trades.
- Ability to read architectural construction plans, blueprints and site plans.
- An understanding of site plan/plot plans with regard to required setbacks of the OBYC.
- An understanding of required FEMA Elevation Certificates with regard to the permitted finished floor elevation for each FEMA flood zone located within the community of OBYC and the overall height from the finished floor to the top of the structure according to the lot size as per the OBYC Rules and Regulations.
- Must be able to read and understand piling, bulkhead and dock construction and repair.
- Must be available and able to assist the owner and/or the owner’s agent with submitting the improvement applications with regard to the property improvement section of OBYC’s Rules and Regulations and Deed Restrictions.
- Develop and maintain a working relationship with the Ocean Beach Company, Toms River Township Planning, Zoning, and Building departments as necessary.
- As an extension of the OBYC board, the ability to be diplomatic and respectful in communicating with the membership under all circumstances is important. Also, for all decisions to be fair and consistent with regard to the applicant in enforcing the OBYC Rules and Regulations and Deed Restrictions with regard to property improvements.
- Keep the OBYC Board informed of any potential problems or concerns that might occur during the execution of the duties of the Improvements Coordinator.
- Experience using software for document management, electronic filing, and communication to streamline processes and improve efficiency.
Working Conditions
- The role requires flexibility, with availability during business hours and, occasionally, evenings or weekends to accommodate inspections and member meetings.
- Site visits are a key aspect of the position; therefore, a valid driver’s license and the ability to travel locally within the OBYC community are required.

- Internal: OBYC Board of Governors, OBYC Club Administrator, OBYC members, Ocean Beach Company.
- External: Contractors, architects, engineers, attorneys, realtors, Toms River Township, FEMA, and other regulatory authorities.
Salary
$40/hour, as needed.
Paid monthly from September to May and bi-weekly from June through August
